Will this initiative definitely be on the ballot in November?

Yes.

To get on the 2010 statewide ballot in Massachusetts, we had to gather 111,000 signatures over the span of two required petition drives: once in the fall of 2009 and again in the spring of 2010.

Petition drives cost money. We rely on both volunteers and professional petitioners to do the hard work of collecting signatures. Almost no one gets a question on the statewide ballot in Massachusetts any other way.
